Nowadays, the quality standards of higher education institutions pay special attention to the performance and evaluation of the students. Then, having a complete academic record of each student, such as number of attempts, average grade and so on, plays a key role. In this context, the existence of missing data, which can happen for different reasons, leads to affect adversely interesting future analysis. Therefore, the use of imputation techniques is presented as a helpful tool to estimate the value of missing (...) data. This work deals with the academic records of engineering students, in which imputation techniques are applied. More specifically, it is assessed and compared to the performance of the multivariate imputation by chained equations methodology, the adaptive assignation algorithm based on multivariate adaptive regression splines and a hybridization based on self-organisation maps with Mahalanobis distances and AAA algorithm. The results show that proposed methods obtain successfully results regardless the number of missing values, in general terms. (shrink)

The dangers presented by antibiotic resistance have now established themselves as a global health security issue. From an international policy perspective, three key pillars have been established: responsible access, conservation, and innovation. These pillars are intrinsically linked, meaning that any attempt to address one must take into account the implications for the other two.An urgent need exists to address the innovation failure in ABR. In the field of anti-bacterials, the pipeline remains anemic in terms of therapeutics with novel mechanisms of (...) action, new drug classes and strategies involving radically different, innovative approaches. The key reasons for this failure have already been well established. The slow development of new antibiotics is the result of a poor and uncertain commercial market and scientific challenges in research and development. (shrink)

The article proposes to analyse whether the current configuration of national migration legislation from Arendt's perspective on the universalization of human rights and Agamben's reflections on bare life and the state of exception demonstrates its capacity to protect the human rights of people undergoing forced migration. To this end, a literature review of a bibliographical nature was used, using the historical procedure method. In order to interpret the effectiveness of the current configuration of the human rights of this vulnerable group, (...) an analysis of international and national legislation on migration was carried out, focusing mainly on the case of the New Brazilian Migration Law. To this end, a theoretical discussion was built to understand how human rights are framed considering the situation of migration and statelessness in the face of an increasingly prevalent state of exception. It was noted that the constitutive fragility of forced migrants is a perennial situation, aggravated by the political inaction of nation states. It has also been noted that there is a need for states and international organizations to adopt new practices to promote the human dignity of forced migrants. (shrink)

Without the maternal hold, without its herethical ethics and sublimation, without the stability that this hold can bring, we are melancholically or defensively driven to commit the most heinous acts of atrocity and violence in the name of eternal life, development, and progress. For the most part, Kristeva has described the combination of personal loss and social, cultural, and historical pressures brought to bear on the vexed sublimation of the maternal hold by artists like Giovanni Bellini. More recently, however, her (...) attention has turned to other contemporary examples, in particular, Max Beckmann whose works, she claims, sublimate the loss of the maternal hold itself. They are examples of a Sacred Family, a Pietà, or a Dormition that have undergone a radical transformation. They are representations of a society, a culture, indeed a world, that is losing its maternal hold; a world that is losing both its herethical ethics, and the capacity to sublimate its apoptotic inheritance. Following Kristeva, I will put Eduardo Lalo’s book of poems and drawings Necrópolis in a tradition of representation of the maternal hold that is close to a thousand years old. This tradition goes from the confrontation with nothingness in Theophane the Greek’s Dormition to the modern matricide represented in Pablo Picasso’s Maternity Apple. (shrink)

Background The Regional Committee for Africa of the World Health Organization (WHO) in 2001 expressed concern that some health-related studies undertaken in the Region were not subjected to any form of ethics review. In 2003, the study reported in this paper was conducted to determine which Member country did not have a national research ethics committee (REC) with a view to guiding the WHO Regional Office in developing practical strategies for supporting those countries. Methods This is a descriptive study. The (...) questionnaire was prepared and sent by diplomatic pouch to all the 46 Member States in the WHO African Region, through the WHO country representatives, for facilitation and follow up. The data were entered in Excel spreadsheet and subsequently exported to STATA for analysis. A Chi-Squared test (χ 2) for independence was undertaken to test the relationship between presence/absence of Research Ethics Committee (REC) and selected individual socioeconomic and health variables. Results The main findings were as follows: the response rate was 61% (28/46); 64% (18/28) confirmed the existence of RECs; 36% (10/28) of the respondent countries did not have a REC (although 80% of them reported that they had in place an ad hoc ethical review mechanism); 85% (22/26) of the countries that responded to this question indicated that ethical approval of research proposals was, in principle, required; and although 59% of the countries that had a REC expected it to meet every month, only 44% of them reported that the REC actually met on a monthly basis. In the Chi-Squared test, only the average population in the group of countries with a REC was statistically different (at 5% level of significance) from that of the group of countries without a REC. Conclusion In the current era of globalized biomedical research, good ethics stewardship demands that every country, irrespective of its level of economic development, should have in place a functional research ethics review system in order to protect the dignity, integrity and safety of its citizens who participate in research. Compreender a violência na sociedade contemporânea requer o mapeamento dos fatores geradores de atos violentos bem como sua prevenção por meio de políticas públicas e de processos educacionais. Este artigo traz algumas reflexões sobre a racionalidade comunicativa e a violência escolar no contexto da crescente exclusão social e a crise de horizontes utópicos para a construção da educação e da formação de sujeitos de direitos. A abordagem metodológica está ancorada na perspectiva da análise de conteúdo de Laurence Bardin (2016), do (...) documento ‘Violência escolar e bullying: relatório sobre a situação mundial’, publicado pela Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO). São analisadas as pretensões de validade das informações e dos dados considerados relevantes por meio da elaboração de dois eixos principais para analisar a violência escolar apresentada no relatório: a) definições e amparos legais; b) impactos e principais desafios sobre a violência escolar e o bullying. Nessa perspectiva, recorreremos à Racionalidade Comunicativa, ponto central da Teoria do Agir Comunicativo, de Jürgen Habermas, para refletir sobre os achados e saber quais as bases consideradas relevantes para se construir uma educação para a paz alicerçada no diálogo e no entendimento. Este artículo aborda el antiguo problema de la diferencia entre filosofía y poesía partiendo de una interpretación del arte narrativo personificado por Ulises en la Odisea. Una lectura del episodio de las Sirenas permite reconstruir la trama de voces diversas que compone el relato homérico y comprender la significación de esta estructura polifónica en el imaginario odiseico. Frente a la neta oposición entre autofonía y alofonía que propone la filosofía platónica, la poesía homérica implica una idea de heterofonía que apunta (...) más allá de una lógica binaria y sugiere la irreductibilidad de la voz poética a un juego entre extremos contrarios. La heterofonía consiste más bien en una voz figural que crea la «lógica difusa» del mundo ficcional mediante la neutralización de las diferencias entre sujetos enunciativos. (shrink)

Based on published works and unpublished materials, this article analyses how cybernetics was received by two Spanish thinkers exiled in Mexico: José Gaos (1900–1969) and Eduardo Nicol (1907–1990). This reception is particularly intriguing especially when considering the substantial presence and social impact that Norbert Wiener had in Mexican society because of his friendship with Arturo Rosenblueth. Gaos and Nicol are the first philosophers to develop a complex and original diagnosis of cybernetics in Mexico. It will be shown how the (...) exiled thinkers take on the philosophical implications of this science in the light of their respective theoretical projects, and finally, it will be defended how the critical perspective they develop is particularly significant for Mexico’s political and academic context since it illuminates some negative aspects of cybernetics that Wiener did not foresee and that had not been reported there until then. In this paper I will argue that when Aristotle uses the word ‘ἀρχή’ he is often referring to what we call a condition, whether necessary, sufficient or necessary and sufficient. To this end I will discuss how conditions for being, change, and knowledge, as identified by Aristotle, can be equated to ontological, physical and noetic principles, respectively.
